You just need 1 to be eligible to be reseller. But you will need codes to stack in your reseller account that you can later use to create sub accounts and resell them.
You can create an account with us. Then upgrade it to AppSumo Plan using 1 code. Then you can apply to become a reseller here

You can purchase more codes and once your account is approved, you can stack those codes in reseller account. Then using reseller account, you can create sub account, whitelabel them and resell them.
And Yes, it can does invoicing like Invoice2go.

If I have 10 codes now, I need to still apply to become a reseller, but can I use the codes I currently have to apply to the subaccounts, and how does that allocation work?

Yes, you still need to apply to become Reseller and if you have codes available , you can get them moved to your reseller account through support. That is possible.
