Hello I have Tier 5 thinking about upgrading to Tier 6 but 1st I would like to know what is the difference between Unlimited Pay per Apps and Agency Whitelabel Apps?

I just purchased a lifetime tier 5 license. It appears that I have to pay to have push notifications? I am being asked to pay for push notifications and advanced notifications as an upgrade is this correct? This is a deal breaker for me as it says in the description that this is included.
