In the Admin of the site >> General Settings >> Search Settings tab, there is a setting called "Show Categories with No Members". Setting this to "No" will hide categories with no members from search features throughout the site.

By default the system supports top, sub and sub-sub category structure.
And includes a few dozen default search modules, each with combinations of keyword, category and location search filters.
However... couple things to consider:
1. After seeing users launch thousands of sites, I’ve seen that if you need a deeper hierarchy, you may want to rethink the site’s category structure to a simpler model.
2. There are other ways to search for members, such as keywords and other meta data that are part of their profile.
3. In case you need to create a custom search model to search members on your site with specialized search criteria and filters, you can always reach out to developers in the BD marketplace for quotes: https://marketplace.brilliantdirectories.com/search_results?tid=9

You don’t really need to use the location as part of the category structure.
To find members, Location is already one search fields separate from categories. And it’s a single input field to search. Smart location search connected to Google maps.

You don’t have to drill down the locations. Just type any location.
