Yes definitely we have expiry link feature that will work upto the timestamp that you mention. We have minimum time of 5 mins after which a link will expire.
Also when a link expire you can mention any URL of your choice where the link can be redirected so that your SEO is not affected, and by default expiry link traffic will land on CutMe Short custom expiry page.
Regarding the number of clicks allowed we don't have this currently, but I have noted this for future consideration.
