1) List Migration: I currently have my list with Mailpoet and would like to move over. What’s the best way to do that?
2) Wordpress: What is the best way to integrate a sign-up form?

1. The best way would be to export your list from Mailpoet as CSV.
2. We don't currently offer signup forms (although it's on the roadmap). The best way would be to use any of the form tools that we integrate with: https://help.encharge.io/article/145-trigger-form-submitted

So, I can import my csv directly into encharge? Will my subscribers have to opt in again? I would like to make this transition as seamless as possible and ideally avoid that they have to redo that.
Also, in this case, my subscribers were not acquired though encharge; does that have any impact?

Your contacts would not need to opt-in again, so your contacts would not notice the transition.
It would not have an impact as long as your contacts have previously given permission to receive emails from your — i.e, they are solicited contacts.
Also, if your contact base is large (thousands of people) we recommend that you start by sending to your most engaged contacts first.
