I was surprised how well this actually did with just a few clicks. If you need a tool that 'gets everything perfect at all sizes - the first time', then this is not for you (and I will save you the effort - that tool does not exist).

But, if you get images from clients that need to be larger so they appear well, then this could save you a good amount of time. I can't count how many times I have had to request a different image from a client for resolution issues. It always chews up time. If i just try to clean it up myself in photoshop, that's extra time; if I wait for them to supply - again extra time.

I run it through this and (75 - 80% of the time) I get a usable upscaled image out of it with just a couple of clicks.
