Yes, you can use our solution MailBluster to send cold emails. But, I would suggest you to clean the list using a email verifier tool before sending out emails to minimize the bounce and complaint rate and to keep your Amazon SES sending reputation high.
MailBluster does not block accounts for cold emailing, but Amazon SES has its own rules and restrictions. As long as you comply with Amazon SES’s usage policies and follow best practices (such as list cleaning and avoiding high bounce rates), you should be fine.
