I'm still curious if users are for people buulding the courses or for people accessing the courses, so:

Given the scenario below, how many users will I need?

1) I have 3 content managers to curate and build the courses and KBs. Then I have cohorts of new hires/learners who will need to access courses and get certificates. Let's say I have 20 new hires/learners in March, 25 in June and 15 in August and I give them access to the platform for 3 months after their start date.
Do I need licensing for 3 users or for 63 users?
