Q: Does this app allow combining multiple pdfs to form one document?
Also, is it possible to take scaled measurements from a pdf based on a scale factor?

Thanks for your questions.
You can combine multiple PDFs on UPDF for iOS. In current versions on desktop, you can combine PDFs by inserting files in the PDF(Click on Organize PDF icon and then click insert PDF).
Scaled measurements in PDF will be available in 2023.
